Understanding the Graduated Drivers License System
The Graduated Drivers License (GDL) system is a process used to ease inexperienced drivers into the driving task through a series of steps. These steps help to ensure that the driver is ready for each part of the process before they move on to the next step. This can be confusing so we have laid out the process below.
NOTICE: It is illegal to drive a vehicle on public roads without a valid MN permit or drivers license.
Follow the steps below to obtain legal driving status through the Graduated Drivers License process.
Sign up for and take the 30-hour classroom portion of drivers ed. This can be done in person, through teleconference, or completely online in a self-paced course. (Select Driving School only offers the self-paced online course at this time.)
You can take the MN permit test. You must make an appointment to take the test in-person at a DVS station. Schedule an test appointment through the Minnesota DVS.
Your driving lesson instructor will issue you a BLUE Card in exchange for your lesson registration and a class completion form. You will file the BLUE card with the state by taking it and the proper identification to the DVS station to complete your permit application paperwork.
You will be able to drive with a licensed driver who is at least 21 years old.
